Manufacturers of cosmetics need to ensure that their products are safe for human health, this includes assessing packaging safety.

In the US, the FDA regulates marketed cosmetics under the following laws:

  • Federal Food, Drug, and Cosmetic Act (FD&C Act)
  • Fair Packaging and Labeling Act (FPLA)

Within the EU, Cosmetics are regulated under (EC) No 1223/2009.

Smithers Rapra chemical analysis group has significant experience in testing of articles for assessment and compliance with REGULATION (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and other regulatory requirements. For example, determination of certain phthalates, aromatic extender oils in tyres, testing of residual isocyanates in polyurethanes.
